Industrial Authority Explains "Invisible Plan"

Chairman of the Macon-Bibb Industrial Authority Clifford Whitby met with Macon City Council's Appropriations Committee Monday to updates council on some changes and explain how they plan to bring in new revenue.

He says the authority has voted to implement a plan dubbed the "Invisible Investment Plan."

Whitby says the term "invisible," refers to the fact that some of the new revenue source would not come from the existing tax digest but from something called the PILOT program.

In previous years both the city, county, and the water authority contributed to the Industrial Authority's budget.

They also get funds from land sales and rental income for a total revenue intake of $17,393,990 from 2001 to 2010, according to the authority's presentation.

But Whitby says the authority's revenues are declining and they currently have the smallest fund balance in decades.

Hart: County Won't Support Music Hall for One Year

Questions are mounting about the Georgia Music Hall of Fame's future in Macon.

Monday morning, Bibb County Commissioner Sam Hart says he's not willing to put up county money to keep the museum here for just one year.

"There's no way in one year that anything would change," says Hart.

Last week, Macon Mayor Robert Reichert also questioned whether it's a good idea to invest city money if a state board may take the museum away next year.

The Georgia Music Hall of Fame authority last Thursday put off a decision on the hall's permanent home for a year.

They said the museum could remain in Macon for a year, if local supporters raise the money.

Council member Tom Ellington says City Council committed a half million dollars over three years, but when it comes to just one year of funding, the dollar amount is still up in the air.

"I think it would be wise to find that funding," he says.

Central Georgians Gear Up For NCAA Championship

The final NCAA Tournament brings UCONN head to head with Butler to battle for the championship title.

Local fans are predicting who they want to win the national title.

"I would like to see Butler beat Conn because they are really a cinderella team," Charles Tidwell said.

"I'll pull for UCONN tonight," said Kristin Hewatt.

Local restaurants are expecting fans to pack their establishments for the big game.

"We had a good crowd in here Saturday with Butler shirts on so hopefully they'll all be back here," said Sandy Union.

Owner of Jocks and Jills says her employees stocked the bar and kitchen to make sure everything is in tip top shape for the crowd.

Hewatt says she is looking forward to the excitement of championship game.

Hewatt "I enjoy the camaraderie with sports, everyone gets to get together and have a good time, have a couple of beers and relax"

Riggins: Mill Fire's Cause Undetermined

The cause of the fire that destroyed the historic Atlantic Cotton Mill on March 24 is still undetermined, Macon- Bibb Fire Chief Marvin Riggins said Monday.

He says the investigation began before the blaze was put out, and took nearly a week.

Fire investigator Thomas Musselwhite told 13WMAZ on the day of the fire that it could have been caused by demolition teams cutting metal in a maintenance building.

But Riggins said Monday there was no evidence of metal cutting on the property on the day of the fire.

He also said they believe the fire was man-made, but accidental and found no "intent" or "malice."

Riggins says they believe the fire started in a part of the mill closest to Mailey Avenue.

He says on the day of the fire as many as three salvage workers were working on the opposite side of the multi-building complex.
