Rescue Mission capacity cannot rise during cold nights

As the nights get colder this week, the Rescue Mission can no longer keep them warm. The state fire marshal said they're no longer allowed to boost the shelter's capacity by letting people sleep all around the building.

They can only keep permanent residents, which amounts to just 36 people. They live at the mission for nine to twelve months at a time.

If anyone comes in off the streets, the Rescue Mission will have to turn them away.
